During Emperor Qin's dynasty there are many different styles of maps, such as tribal, geographical, present day split, etc.....

Tribal
This map demonstrates the different tribes that existed during Qin's dynasty. The Huns are thew most prominent of them all. The Yuezhi, Qiang and Donghu were all closely bordering the powerful Qin empire.
Kingdom
This map shows the warring states period. This happened right before the Qin dynasty. Shang Yang was from the Wey or Wei kingdom, The Han dynasty emerged from the Han kingdom and obviously the Qin dynasty came from the Qin kingdom. Prior to this era the Zhao were the prominent kingdom.
China
This map shows China, China proper and all the surrounding countries. The green is china proper while the yellow is outer china. With India (brown) to the south and Mongolia (brown) to the north china was surrounded by powerful nations. Nearby countries include: Vietnam, Korea, Russia, Japan, Nepal, Pakistan, Tibet
Cities

Look closely and you can see a red star (Beijing) and multiple small blue stars (other Chinese cities)
As you can see China proper has the vast majority of the cities. In china proper the majority of people live both today and during Qin's dynasty. Because of this Shang Yang had to encourage agriculture to help the economy.
During the era of Qin land features such as peninsula's, rivers, mountains and oceans served not just as boundaries but also as protection. back then it took years to cross china it takes hours now. It was a dangerous journey to cross a vast ocean, but now it is a relaxing plane ride. These maps show nearby nations and ancient tribes.
