The Qin dynasty used a very "controversial" (Enchanted learning) form of ruling and style of government. Emperor Qin used Han Fiezi and Shang Yang's idea's of legalism and created a religion and a government. Many called it "flawed", ruthless, cruel and inhumane however it's strictness reaped rewards. Legalism allowed emperor Qin to become a powerful and feared ruler however it also made him a target of assignation. In fact many historians believe he was assassinated. Legalism served as a religion and government. As a government it untied people and created order. It also allowed Coinage, continuity and standardized righting. These were all direct results of this type of government. Qin also was able to dictate everything. He was in charge of daily life and could do anything. towards the end of his life he sent men on a voyage to modern day japan in search of the elixir of life. They never found it, and they never returned. it was believed they started the Japanese culture. Historians believe they did not comeback in fear of Qin's anger.
This form of government virtual dictated jobs, schooling, finances, everything. In a way Qin ran a monarchy but in another way he ran a communist kingdom. The true name of this government is called legalism. He could tell someone were to build their house or when to leave home. It was this power that makes emperor Qin a great ruler and this type of government acceptable. Negatives' were revolts, weakened agriculture and others. Shang Yang attempted to fix the gross over population by encouraging agriculture but in the end many people refused to leave. Eventually the entire government was wiped clean by Qin and Yang's deaths.
